BILL TERLECKY

The RailCats welcomed Bill as the second General Manager in franchise history on November 9, 2007. Bill brings 28 years of experience in professional baseball to the RailCats operation, including 23 years as a General Manager. Most recently, he served as Special Advisor to the President of the Binghamton Mets, the Double-A affiliate of the New York Mets in the Eastern League. Terlecky is also familiar with independent baseball. His experience includes four years as a G.M. in the Northern League. 

Terlecky has long-term experience at the top levels of minor league baseball. He spent 13 years as a General Manager at the Triple-A level in the International League from 1982-’84 and 1988-’97, earning I.L. Executive of the Year Honors in 1991 when he served as G.M. of the top minor league club of the Philadelphia Phillies, the Scranton/Wilkes Barre Red Barons. 

Over his career in baseball, Terlecky has become known for operating clubs that are a fabric of the community, with teams that are a source of pride within their market, and with a ballpark atmosphere where families feel welcome. 

Terlecky entered the world of professional baseball in 1978 when he attended the Baseball Winter Meetings and was hired by the Rochester Red Wings, the Triple-A affiliate of the Baltimore Orioles. After three seasons on the Red Wings’ staff, he was promoted to co-General Manager of the club in 1982 at the age of 28. He remained in that position for three years before moving to the Eastern League as a General Manager from 1985-’87 with the Waterbury and Williamsport clubs.

In 1988, Terlecky moved back to the Triple-A level as General Manager of the Maine Phillies of the International League. The next season, he became the first G.M. of the Red Barons and oversaw the opening of new Lackawanna County Stadium in Scranton, Pennsylvania, an 11,000 seat, $25 million facility. He remained with Scranton/Wilkes-Barre as G.M. for nine years and coordinated the 1995 Triple-A All-Star Game that brought together players from the International League, Pacific Coast League, and American Association. 

As independent baseball began to gain momentum in the late 1990’s, Terlecky was drawn to the features of the game unique to independent ball, including the ability to sign your own players and the emphasis placed on winning. In 1997, he was hired by then Northern League President Miles Wolff to oversee the Madison Black Wolf. He remained there four years before returning to affiliated baseball with the Binghamton Mets as G.M. in 2001. He has spent the last six years with the Mets and in 2002, was honored by the Mets with the Frank Cashen Award for Minor League excellence. Terlecky was promoted in 2005 to the position of Special Advisor to the President in Binghamton. 

Terlecky, 53, is a graduate of Youngstown State University in Ohio and also attended Western Illinois University while working toward his Master’s degree. He has a son, Tyler (19), who plays college baseball at the State University of New York (SUNY) at New Paltz.
